    The Quincy School Board will meet in special session at 4 p.m. Monday to discuss whether it should seek the services of a construction manager to oversee the district's $89 million building project. The board also will take steps to sell the first $10 million worth of general obligation bonds for the five-year project.

    QUINCY -- It has been six to seven years since unemployment rates were this low in this region. Brown County had the lowest unemployment rate in Illinois at 3.2 percent. Knox County, Mo., had the lowest rate in the Show-Me State at 2.6 percent. Only one county in the region had unemployment of more than 6 percent.
