WHAT: Top Illinois elected officials are negotiating a capital construction program of between $25 billion and $35 billion.

AGREEMENT: All parties agree the state needs money for highway, bridge, school and other infrastructure work.

REMAINING QUESTION: So far, no single funding source has been acceptable to all parties.

LOOMING DEADLINE: Unless the state comes up with some way to match federal programs, $9 billion will be lost.
