Are you allowed to cut limbs off a neighbor's tree if they hang over your yard?

Yes.

 

With Early Childhood receiving a grant from the state, are there any plans to hire full-time custodians at the elementary schools to bring back the after-school program to all the elementary schools this year?

Quincy Public Schools Superindendent Lonny Lemon says there's no connection between Quincy Public Schools and the programs, as they were done by the Quincy Park District. "As part of our budget reduction plan for this year, we are reducing night custodians at Berrian/Monroe and Washington/Dewey. One person will split the buildings," Lemon said.

 

Is there a law against people throwing miscellaneous items on an empty lot?

Yes. It depends what you mean by miscellaneous, but a person could be cited for littering if they don't own the property.
