    QUINCY -- Quincy native Tom Bertrand has been named the 2015 Illinois Superintendent of the Year by the Illinois Association of School Administrators. Bertrand was recognized Sunday morning during the joint annual conference in Chicago of the IASA, the Illinois Association of School Boards and the Illinois Association of School Business Officials.
