THE ISSUE: Some Monroe City officials want counties within its boundaries -- Monroe, Marion and Ralls -- to collect city property taxes. The move would eliminate a city job that has been tied to the city collector's position for decades.

THE PROBLEM: The office of city collector is elected and cannot be eliminated without a vote. Kelly Zeiger was elected in April, but has declined to be sworn in after being told she would not be considered a city employee.
