John Wood Community College Trustee Andy Sprague seems to think that raising the levy for JWCC by 3.9 percent is "not increasing the burden" on taxpayers. (That was the comment made in a story about JWCC's tax rate remaining unchanged.)
I don't know about the board members, but I doubt most people in Quincy got a 3.9 percent pay increase. Everybody's taxes will go up, which are already a burden, which means that burden is increasing.
Taxing authorities seem to like to obfuscate their levies with all sorts of tricks, especially when they can say "the rate is not going up" when the rate is not determined by them anyway. Only the dollar amount is determined by taxing bodies.
