Employee raises included in Palmyra School District's 2019-20 budget

PALMYRA, Mo. -- The Palmyra School Board this week approved a $13.48 million budget for the 2019-20 school year that includes raises for certified and non-certified employees.

The district's spending plan will require an operating tax levy of $3.348 per $100 of assessed valuation, which is the same tax rate as this year. The tax rate reflects a voluntary rollback of 0.402 cents to stay within state guidelines.

The budget includes a $450 increase in the base salary for teachers -- in addition to the $400 annual step on the salary schedule for each additional year of teaching experience.

Non-certified staff members will receive a 1.36% pay increase in addition to their usual step on the salary schedule.

Twelve-month non-certified employees who are not in supervisory positions will receive pay for 10 days of vacation.

Superintendent Kirt Malone noted that the cost of employee health insurance premiums will be increasing by about 11.5 percent next year. However, he said the premiums will still be lower the level paid in fiscal year 2013.

The budget also includes $4,768,746 in capital improvements, most of them funded through a voter-approved bond issue.

Capital projects include renovation of the vocational-agriculture building; improvements in the security system on the high school campus; construction of a new track and football field, which also entails lighting and work on visitors bleachers; renovation of the middle school kitchen, including an addition to house the freezer/cooler and provide inside docking; renovation of the elementary school playground; a wrestling room addition to the high school weight room; relocation of a water main around the new track; tree trimming; asphalt repair at the elementary school; classroom furniture for the high school business room and vo-ag meeting room; and the purchase of a new school bus.?Malone provided an update on a proposal to launch a charitable foundation to benefit the district. He said a committee is working on developing a mission statement.

The board learned that the district has received a "total fleet excellence award" from the Missouri State Highway Patrol because 100% of the district's buses passed inspection.

In other action, the board accepted resignations of James Dent, high school teacher and varsity/junior varsity basketball coach; Denise Sparks, elementary custodian; Camille Plunkett, middle school softball coach; and Connie Sue Novotny, Parents as Teachers parent educator.

The board hired Steven Jones as varsity/junior varsity boys basketball coach and middle school boys track coach; Krista Power, high school paraprofessional; and Melissa Billups, senior class sponsor.
