Quincy man gets 30 years in sex abuse case

QUINCY -- A Quincy man was sentenced to 30 years in the Illinois Department of Corrections after he pleaded guilty to sexually abusing a child.

Jonathan B. Hoats, 21, entered the plea Tuesday in Adams County Circuit Court to one count of predatory criminal sexual assault of a child dating to July 2016, when the child was 8 years old.

Adams County Assistant State's Attorney Anita Rodriguez said the investigation in the case started in August 2018 after the Quincy Police Department received a tip in a child pornography case that led to the arrest of Martin F. Wiskur, 61, who lived on Joshua Street with Hoats.

Rodriguez said a search warrant of a cellphone collected as evidence found photos of the child with Hoats. The child was identified with the assistance of a school resource officer.

The child had spent time at the residence with Hoats, who was a friend with the child's father, Rodriguez said, including spending the night.

Hoats was arrested by Quincy Police Feb. 15 near 28th and Broadway.

Rodriguez said that Hoats admitted to police during an interview that he had sexual contact with the child between five and 10 times.

Reading a victim impact statement in court, the child's mother said because of Hoats, her child has had issues at school, including being kicked out more than once.

"My little boy, who I was once so close to, can't confide in me anymore," she tearfully read in court.

She said she and her husband are unable to trust anyone around their children, adding her husband can barely leave the house.

"I hope Jonathan suffers the way my boy has," she said. "We will never be the same."

As part of the plea agreement two counts of predatory criminal sexual assault of a child and child pornography were dropped.

Hoats will receive credit for 145 days served in the Adams County Jail where he was held on $200,000 bond since his arrest. He must serve 85% of the sentence before he is eligible for parole.
